Tony Dracon is one of the premier crime lords in New York City. He comes from a line of criminals- his grandfather Dominic was a prominent gangster of the 1920s. He and Detective Elisa Maza have been enemies for years.
In 1994, Dracon and some of his men hijacked a shipment of Xanatos Enterprises particle beam weapons. Elisa was determined to get them back, but she was accidentally shot by Broadway, who had been playing with her sidearm. Goliath, believing it was Dracon's doing, set off on a mission of revenge. With Broadway's help, Goliath defeated Dracon's men, but nearly killed Dracon himself. All that stopped Goliath was Broadway's confession of guilt. Owen Burnett came to buy the stolen weapons back, but Goliath destroyed all save one. That one he broke in half and left with Dracon so that he would be connected with their robbery.
Dracon did go to prison briefly, but he was free by fall 1995. He now sported a streak of white in his hair that probably came from his terrifying experience at Goliath's hands. Dracon kidnapped Matt Bluestone, whom, he hoped, could lead him to the jewels stolen by gangster Mace Malone from his grandfather. Broadway and Elisa investigated, rescued Matt, and sent Dominic and Tony Dracon, and the latter's men, all went to jail.
There was insufficient evidence to convict Dracon, and he went free. He created a protection racket, extorting money from various independent businesses. Elisa went undercover as a corrupt version of herself, hoping to fool Dracon and gain sufficient evidence of his protection racket to convict him. With Goliath and Broadway's help, more than enough proof was gathered to put the crime lord in prison for a very long time.
Still, this did not stop his criminal activities. Dracon continued to run things from his prison cell, and had Glasses carry out his commands and take care of the details. In 1996, his men were faced with an invasion by the gang of Czech crime lord Tomas Brod. Elisa created the identity of 'Salli,' and entered Brod's gang undercover. When Tomas attacked Riker's Island, and attempted to kill Dracon, Elisa was forced to save him. Tony repaid her by revealing her identity to Brod. Luckily, she was rescued from both criminals by the Trio and Angela.
The fiasco with Brod cost Dracon his single cell privileges, and the two found they had ample opportunity to settle their score- they now shared a cell.
In Greg Weisman's Master Plan, Dracon would have returned, but after the events of "Turf", he was no longer a crime-boss.
Tony Dracon is a normal, fairly athletic human with no paranormal abilities. He does, however, possess a mind that is clever, street-smart, and criminal.
