Martin Hacker was the partner of Matt Bluestone during his days in the FBI. As a member of the Illuminati Society, it was Hacker's job to disrupt and subvert his partner's quest to find his organization. This was a job he did well, presumably leading to Matt's dismissal from the Bureau.
Over the following years, Hacker remained a source of information for Bluestone, always giving him information that was intended to put Matt on wild goose chases. After Matt became a detective with the 23rd Precinct in Manhattan, Hacker began retrieving information about him from "Mace" Malone, a gangster that Matt was sure had been connected with the Illuminati. The first time, Hacker gave him information that led him to a trap laid by Tony Dracon in the abandoned Silver Falcon restaurant (though it's unlikely that was his intent). Hacker also met Elisa while she was trying to find the missing detective, and pointed her towards the right direction.
When Matt persisted, Hacker gave him more information that he considered useless- where to find Jack Danforth, "Mace" Malone's son. However, between Danforth and information Matt gathered on his own, he was actually able to locate Malone. Malone offered to bring Matt into the Illuminati in exchange for bringing them a gargoyle. Matt did so, taking Goliath to the Hotel Cabal, but Malone was unable to hold Goliath and he escaped. Despite this, Hacker revealed his Illuminati membership to Matt (which wasn't received very well) and inducted him, telling Matt that it wasn't his fault that Goliath escaped. (Little did he know.)
Martin Hacker was not seen since, though he likely continues to work as an Illuminati operative.
Martin Hacker was an excellent investigator, and must have possessed some exceptional skill in that or some other field to have gained the Illuminati's notice.
