Officer Morgan is another police officer in New York City's 23rd Precinct. He met Elisa Maza on the same night that she met the gargoyles, when they both responded to debris falling from the Eyrie Building. The two have been friends since. Morgan has found himself nearby or involved in a number of affairs centering around the Manhattan clan.

Besides the aforementioned incident, he was in the men's locker room when Elisa walked in to try to convince her brother Derek not to work for Xanatos; he was on the scene of Coldstone's rampage in Times Square; he arrived at a supermarket after Elisa had confronted the Werefox there; he inadvertently helped Elisa sort out her purpose when she was beginning to become weary of protecting the Manhattan clan during the day; he was one of the first officers on the scene to arrest the incapacitated Pack after the upgraded version of the group's battle with the Manhattan clan; he went undercover to help bust Tony Dracon's protection racket; he helped arrest a group of thugs accosting Tom, the Guardian, then took Tom himself in to the station; he took an unconscious Hyena into the station when she was left on the steps by Broadway and Lexington; tried to help Oberon, whom he believed had a concussion from a car wreck, and was made to fall asleep for his efforts; was involved in the operations to stop the gang war between Dracon and Tomas Brod; and he was one of several police officers holding a mob back from attacking the gargoyles inside St. Damien's Cathedral on Hunter's Moon.

In the Goliath Chronicles, Morgan was one of the police officers on the train transporting Angela and Bronx to an upstate facility that was attacked by Quarrymen.

Officer Morgan is a normal human with no special abilities. However, as a police officer, he is likely skilled in various forms of self-defense.
