Queen Mab is Oberon's mother, and the former ruler of Avalon. When she ruled, the fay, now called the Children of Oberon, were called the Children of Mab. She was overthrown by Oberon some time in the past, due to her madness and opposition to his marrying Titania. After that, she was imprisoned, although where she was imprisoned has yet to be revealed. She would've escaped and returned to Avalon in the present, presumably to gain revenge upon her son, and retake the throne of Avalon.
Queen Mab was humanlike in form, but may have had four arms instead of two. She might also have been three inches tall.
Queen Mab is at least the equal, if not superior, in power to her son, Oberon, which means she probably possesses nearly unlimited magical power, which can be utilized for various effects. It is also probable that she shares the vulnerability to iron that all the fay possess.
